ABSTRACT
This study examined the selection and acquisition of information resources in Ramat Library, University of Maiduguri. In this study, a brief background information of Ramat Library was given, its aim and objectives were also given. The study has attempted to determine the process involve in selection and acquisition of information resources, there are selection and acquisition policy as well as effectiveness of the policies. Survey research method has been employed in order to collect data for this research work and questionnaires were instrument used for data analyzed using table frequency and percentage. The problem of selection and acquisition were identified, recommendations were made on how to improve the processes involved in study.

INTRODUCTION
1.1 Background of the Study
Ifidon (1967) defined selection and acquisition of library information resources as a very important step towards the fulfillment of the library objectives. The used the following categories of library materials that are essentials for the need of the different levels of the library’s clientele.
Materials for students course work, assigned reading as well as background reading for essays, terms papers and projects. These materials includes books on the open access and reserved collection, textbooks and peripheral materials.
To meet the requirement of faculty specialist and postgraduate students also are doing research, serials publication, rare books, micro reproduction other are dissertations, government document, archives, personal papers, manuscript and audio-visual materials must be acquired. The specialized information need of the region with which the university is situated are met by special collection such as regional history and inter-disciplinary materials. Also result of financial constraint, a library may not be able to purchase extremely expensive items. This can be obtained through inter-library cooperation of these materials.
In theory, every member of the university administration. The faculty, the student’s body and the library participate in the book selection. Bur in practice only the university librarian and his staff and the faculty members showed degree of interest. Even the interest of faculty members in book selection is often taken for granted because only a few of them are actively committed to building up the collection in their area of specialization. This is why some university libraries strongly fee that collection development is the sole responsibility of the library.
Acquisition is a vital and highly responsible operation in library work. In the development of the collection development in a library is carried out in accordance with the general principles set out in the acquisitions policy. Such a policy should be part of the general rules of the library policies.
The complimentary operation of acquisition is weeding aspect of which are also contained in the general rules. The acquisition policy should be developed over a period of years, based on experience geared towards the environment and socio-economic situation of the country and taking account of the following aspects:
- Types of unit (library, information and documentation cater etc.)
- Financial sources (financed and or supported by national authorities (state budget).
- International organization, foundation, etc
- Human resources (quantity and quality of staff);
- Level of national/regional information infrastructure (relation or potential relation with government bodies association, parent institutions).

Legal Deposit
In countries where legal deposit legislation exists, the national libraries benefit from it and deceive the entire national output document in this ways. In return, they are obliged to preserve. This materials as part to the cultural heritage of the country, and to produce the national bibliography. Other libraries may also be designated as beneficiaries of legal deposit document but this will be selected by the libraries concerned in accordance with their acquisitions policy.
Acquisition procedure is the process whereby a variety of recording systems are in use in different types of libraries. It is essential that library materials records serve most, if not all, activities of the control of books. In small libraries it is advisable to centralize all functions in a single record, i.e the ordering checking, claiming, routine of books, serials, as well as information on the location, holdings and binding.
The University of Maiduguri has a centralize library system with the Ramat Library which is the main library controlling all services and operation. When the University of Maiduguri was established by the Military Government in the second of Art and Science library and other physical structure was taken over by it initially, the library was housed in the former anatomy laboratory of the college of medical science of the university before the end of 1977/78 session. The building itself was later named Ramat Library to immortalized the late Head of State, General Murtala Ramat Mohammed who was associated in the abortive coup of 13th February, 1976. The North East collection of Art and science (NECAS) had a collection of over 19,000 volumes and 580 volumes of books and periodical respectively, which formed the nucleus of the university library collection.
There are four branch libraries in the library system namely, Aminu Kano Law Library located in the Faculty of Law, Harold Scarborough Medical Library situated at the University in the Faculty of Agriculture and the Arabic and Islamic studies. The objectives of the library is to cater for the specialize information and research need of Arabic and Islamic scholars, students and researchers. The phase of the new Ramat Library building has been completed and occupied since 15th June 2001. The current building of the library as at this research stands of 314,414 (Ramat library Accession Register 17th March (2015) volumes of bodies and 87,2000 periodical titles.
The structure is referred to the arrangement of the Ramat Library by dividing the library department or functionally organized into unit with each unit responsible for overall achievement of the library goals and objectives, with the parents institute (i.e and internal arrangement into department or units for the performance and carried out the library is organized by the type of service it performs in 1985, the Ramat library came up with a different arrangement which expanded the organizational structure of the library into (9) functional division headed by professional libraries and binder. These divisions include Administration division serial division, research and bibliography services, collection development, bindery division, medical education and information division.
Objectives of the Ramat Library
During the formative year, the objectives of the library were closely related to that of the college. The objectives are:
- To provide for basic studies training and research in Art and Science and Language for the purpose of the university entry requirement.
- To offer courses of sub-degree level and related subject with the aim of tendering services to the university.
In addition to these objectives, the library had to relate to the new objectives of the university in order to make impact on the academic life of Maiduguri and beyond. The objectives of the university library are:
- Provision of materials in supporting of the learning process, that is materials for students course work, assigned reading as well as background reading or easy and projects.
- Provision of materials to meet the requirement of faculty specialists, postgraduate students and researchers.
- To cooperate with others universities with a view to developing a network of academic library resources which are at the disposal of all students and teaching facilities.
- To provide materials to assist the library user in his own personal self development.
- To also meet the specialized information need of the community within the university is situated.
Guided by these objectives, the library acquired their materials of five levels, remedial, undergraduate, postgraduate and research general studies, high and specialized information (University of Maiduguri Calendar 1982-1984) and to as also revise in (June 2004).
1.2 Statement of the Problem
The Nigeria University libraries and academic library of other types are faced with so many problems in developing their collection. Any library that is said to be well equipped for research and other academic activities must have enough information to give out to its users. This information relies on information sources such as books, serials collection and pamphlets which have to be available to users.
However, it is essential to note that the Ramat Library is faced with storage of relevant books and it resources in a way users can have access to them and also the extent to which the library preserves these materials. Therefore, the study will attempt to examine the process and procedures involved in selection and acquisition of information resources in Ramat Library.
1.3 Objectives of the Study
The objectives of the study were to: –
- Find out if the library has a selection policy.
- Find out if the library has in acquisition policy.
- Find out the quality (volumes) of information resources in the library.
- Find out the quality (up to date) of the collection.
- Examine users level of satisfaction with information resources of the library by the users.
1.4 Research Questions
This study answered the following research questions:
- Does the library have any acquisition policy?
- Does the library have any acquisition policy?
- What is the quantity (volumes) of the library information resource?
- Does the library have a quality (up to date) collection?
- To what extent are uses satisfied within the library information resources?
1.5 Scope of the Study
The study focuses upon the selection and acquisition of library information resources in the Ramat Library University of Maiduguri.
In addition, problems of selection and acquisition of information resources are identified and possible solutions to them are proffered.
Determine method of acquisition of the information resources and also method of selection of the information resources. The study is limited to the acquisition and selection department of Ramat Library.
1.6 Significance of the Study
The significance of this study cannot be over emphasized the study is considered important in the view that the selection and acquisition of library information resources are vital in the operation of the library. This is because it is through the selection and acquisition process and product that additional information; materials are made to the library collection to identify most of the problems associated with the selection and acquisition procedures. It would also enable acquisition Liberian to make necessary correction to the process of selection and acquiring library information resources and it would be of importance to help the library user to stand and identify the importance of writing down selection and acquisition policy in the library.
This study would however, add to the literature of academic librarianship and growth of knowledge in general and to those who may which to undertake research work will serve as a stepping stone.
1.7 Definition of Terms
The following terms were operational defined:
Selection: in this study, the term refers to the process of deciding which infomrtino resources e.g books to add to the stock and in what quantity through the evaluation of individual title.
Acquisition: This refers to a technical process for obtaining books which the selection process has been completed. In this research, acquisition means a general applied term to the procedure of obtaining library materials ideally which involves coordination of books selection policy and receiving order, gift, exchange etc.
Assessment: Is the process of gathering and discussing information from multiple and diverse sources in order to develop a deep understanding what the students know.
Academic Library: Is a library that is attached to a higher institution from multiple and diverse source in order to develop a deep understanding what the students know.
Information Resources: An element of infrastructure that enables the transaction of certain selected significant and relevant data, prepared so as to provide content and information services that can be used directly by the user.
